Frequently Asked Questions

Please note: In order to process your proposal for external funding, Research & Sponsored Programs requires your submissions three working days prior to the deadline.

How do I get started?

Contact your college research coordinator or call Research and Sponsored Programs.

How do I obtain a proposal review form?

These forms are available from Research and Sponsored Programs, the RSP Website, and through departmental/school offices.

Who is our authorized institutional signature?

Rodney L. Custer, Associate Vice President for Research.

When should the completed proposal review form and proposal be submitted to RSP?

Both the proposal review form and the proposal itself should be submitted to RSP at least three full working days prior to receipt or postmark deadline.

What steps are required to submit a proposal through the University?
  • Complete the Illinois State University proposal review form.
  • Arrange for business office review and approval of budget.
  • Submit completed proposal and proposal review form to department/school chairperson/director and CRC on behalf of college dean for review and approval.
  • Forward completed proposal and signed proposal review form to RSP for institutional signature and submission.
For more information, check out the Proposal Routing Process flowchart.

Where can I get help with the budget portion of my proposal?

The grants accountants should be consulted during the budget preparation process. Information about direct cost and fringe benefits rates can be found in the General Data Information Sheet.

Who is responsible for negotiating or initiating an agreement if a project is funded?

Often the funding source will initiate the agreement; many times the University will. In all cases, RSP has been designated to prepare/review, and negotiate all grants and contracts for externally sponsored projects.

What happens after the University receives a full executed agreement?

The project director is asked to sign an internal agreement to comply with the terms and conditions of the external agreement and follow University policies and procedures. After RSP receives this signed agreement, an account is opened and the PI may access funds. It is at this time that other university offices and officials are notified of the award.

How long will it take for my IRB protocol to be processed?

There are three levels of review for IRB protocols. For protocols classified as exempt, three to five days. For protocols classified as expedited, two to three weeks. For protocols classified as full, four to six weeks. For additional information, check out the IRB Review Process flowchart.

Do students need institutional approval if using animals or human subjects in their research?

Yes, students must get approval from the IACUC if using animals in their research or from the IRB if using human subjects.

Where can I get IRB or IACUC forms?

Both forms may be obtained from the RSP office (HOV 310) or from this website by clicking on the links above.
